IIST has engaged services of ePayment Gateway service providers to facilitate online electronic payment through the web sites of IIST. This is in order to enable users of its web-sites in general, including students and staff, to remit prescribed fees, charges or penalties electronically, in order to avail services or use facilities provided by IIST.
ePayment services are also mandated to be implemented in higher educational institutions as part of Government’s policies that promote digital transactions in order to improve quality, efficiency and transparency of services.
ePayment Gateway service providers provide electronic connectivity with various banks and financial institutions, facilitating money transactions over various channels of payments. IIST has therefore entered into agreement with Payment Gateway service providers to obtain connectivity to web services of various banks and card companies for the users’ benefit and convenience in performing digital money transactions.
Users’ bank accounts are opened and maintained by individual banks. Access to individual user account is also allowed only in the manner prescribed by banks. Internet-based or electronic money transactions are being facilitated through various channels like Internet Banking, Debit Cards, Credit Cards, Prepaid Cards, Mobile Wallets, etc. Payment Gateway service providers merely facilitate the use of these available channels, for the convenience of the users to authorise the transfer of payments.
Facilitation of services by ePayment Gateway service providers depends on the availability of the web servers of the bank, availability of network connectivity and also its own computer systems
In the event of a user choosing the option to make electronic payment facilitated by IIST, the Payment Gateway shall facilitate the user to authenticate and authorise the user’s bank or card to make payment of amounts due to or to be paid to IIST.
At the time of the user making an online/electronic payment transaction, a unique-epayment-transaction-number will be auto-generated by the IIST’s web-site, and also communicated to the user through possible means.
The user will be required to keep a record of the same for future references. The unique-epayment-transaction-number may be used later to verify, check and confirm, at any time, that the unique-epayment transaction- number corresponds to the actual transaction through the bank and the Payment Gateway, and is in order in all respects.
If the user is desirous of utilising the Net Banking facilities of a bank available through the Payment Gateway for making the payment, the following shall occur:
- The user would be redirected to the web-portal of the relevant bank and upon the user being authenticated by the bank, the user would be required to provide the bank with valid transfer instructions.
- On receipt of the said transfer instructions from the user, the bank shall authorise the same and debit the user’s account to the extent of free, clear and available funds, and update the user of the status of fund transfer.
If the user is desirous of utilising a valid Credit or Debit Card for payment, the following shall occur:
- The user would be redirected to the web-portal of the relevant bank or card-company and provide the relevant card details.
- On receipt of the details with clear transfer instructions from the user, the bank or card-company shall authenticate and authorise the same and update the user of the status of fund transfer.
If the user is desirous of utilising UPI for payment, the following shall occur:
- The user would be required to provide the relevant UPI ID to the UPI interface of the web-portal.
- On receipt and verification of the UPI ID of the user, UPI shall authenticate and authorise the transfer of funds through its pre- enrolled bank and update the user of the status of fund transfer.
In the case of any successful or unsuccessful or partially successful authentication or authorisation of transfer of funds, the Payment Gateway shall give information of the status of the transaction to IIST’s web server, which shall also promptly be communicated to the user through possible means.
In the event of clear funds not being wholly available in the account or card of the user, the Payment Gateway shall not process the payment instructions, and promptly decline a transaction.
IIST shall, thereafter, update the user(s) application or account or inform the user about the status of receipt/non-receipt of payment and of acceptance/non-acceptance of service request and of delivery/non-delivery of services to the user in a manner mutually agreed or accepted between the user and IIST, clearly including and referring the unique-transaction-number at all times.
In respect of the successful payments made by the user, IIST shall provide a confirmation message or bill or receipt against the user request or application made to IIST, clearly including and referring the unique- transaction-number and the amount transferred.
Fees, Penalties or other Charges fixed by IIST from time to time for availing various services and facilities for access by users, including its own students, staff and partners may be paid through web-enabled software portals or mobile software applications of IIST in Indian Rupees.
Amount due to IIST out of the payment made by the user and collected through valid and successful transactions conducted using Payment Gateway are received by IIST after deduction of Payment Gateway fees.
Rate of payment gateway fees fixed by PayGov India, ePayment Gateway service provider for ePayment services, are listed below.

Rates of fees listed above have been negotiated specifically for government transactions for availing government services. Service Tax, duties and other levies if any applicable, will be charged in addition.
In respect of the payments made by the user that are not accountable or verifiable against a valid user request or application made to IIST, claim made for refund of amount paid shall clearly include and refer the unique- transaction-number and the amount transferred.
In the event of the claim for refund being accepted by IIST, efforts shall be made to refund such amounts as admissible, to the user in the form of cheque/demand draft, directly or by post at the address registered by the user with IIST.
IIST shall duly respond to or attempt to fulfill requests received and accepted by IIST, from users, for availing services or use of facilities, against successful receipt of digital payments through the ePayment Gateway, in accordance with the terms and conditions understood and agreed to by and between the user and IIST.
Fulfillment of obligations and performance of services against successful receipt of payment through the payment gateway shall solely and exclusively be the obligation of IIST.
Payment Gateway services are enabled using computer software and other electronic means over the internet in order to avail services or use facilities of IIST. The user may make payment by using a debit/credit card or through internet banking account or other means listed.
The user warrants, agrees and confirms that when he/she initiates a payment transaction and/or issues an epayment instruction and provides card/bank details, he/she is or shall be
- fully and lawfully entitled to use such credit / debit card, bank account for such transactions;.
- responsible to ensure that the card/bank account details provided by him/ her are accurate;
- authorizing debit of the nominated card/ bank account for the payment of fees selected by the user along with the applicable fee.
- responsible to ensure sufficient credit/balance is available on the nominated card/bank account at the time of making the payment to permit the transaction.
ePayment transactions can be affected on account of computer system vulnerability to virus, intrusion and wilful hacking, and result in delay or failure of payment.
Good practice suggests that the users should evaluate risks, appreciate and balance the criticalities and the convenience which facility for ePayment over the Internet offers.
Users shall appreciate the risks realistically and mitigate them at their end. This includes proper handling of username and passwords and the overall safety and security of computer and network systems used by the user.
ePayment transactions made from a public cyber-café or a shared computer system are risky. Users are advised to use safe, secure and reputed computer systems to perform ePayment transactions
Non-availability on account of loss of connectivity, maintenance, system failures or shutdowns at IIST, or at the payment gateway or at the bank could result in delays and/or failure in the processing of epayment instructions. The user understands that IIST disclaims all and any liability, whether direct or indirect, whether arising out of loss or otherwise arising out of any failure or inability by IIST to successfully complete epayment transactions
IIST has considered various risks inherent in transacting over the Internet, and has deployed appropriate security measures to protect users and connectivity of their computers, by means of firewalls, unified threat management machines, and SSL encryption technology certified by reputed CA for validation of transaction sessions.
IIST shall ensure that there are proper encryption and security measures in its web portals to prevent hacking of information of users and other bank account / card account data
IIST has not authorised any other internet or web portal other than that under its own internet domain – iist.ac.in – to accept digital payments electronically.
IIST shall ensure confidentiality of all information submitted by the users in order to perform ePayment as part of requests made for availing services or utilising facilities of IIST.
IIST shall not at any time require the user to provide it with any details of the bank account or card accounts held by them, including passwords, PIN etc which may be assigned to them by the bank or card-issuer from time to time.
IIST shall ensure that it is acting in compliance with and shall at all times act in compliance with all laws, rules and regulations and shall at all times comply with the guidelines set by Reserve Bank of India and other statutory bodies regarding confidentiality and privacy of ePayment transactions
IIST shall respect and protect the privacy of individual users of its web applications. Individually identifiable information of the user shall not be willfully disclosed to any third party by IIST without first receiving the user’s permission.
IIST, however, may disclose personal or confidential information about a user if required to do so under the following circumstances:
- in order to comply with any valid legal process such as a search warrant, statute, or court order as required by any court or other governmental body or as otherwise required by law;
- in order to investigate, prevent, or take action regarding illegal activities, suspected fraud, situations involving potential threats to the security or integrity of the transaction or the process, or the protection of legal rights of an affected third party
In order to facilitate epayment services for the benefit of users, IIST has entered into agreement with payment gateway service providers for connectivity to web services of different banks and third parties for the user's benefit and convenience. Such web services related to epayment are hosted on various servers maintained and operated by banks and third parties over whom IIST does not have any control and IIST accepts no responsibility or liability for any of the material contained on those servers
The users shall own risk and responsibility for the usage of such web services maintained and operated by banks and third parties and IIST will not be responsible for any loss, damage, costs and charges, direct or indirect incurred by the user arising out of or in connection with his/its access to the external webservers or for any deficiency in the products and services of the third party or for the failure or disruption of the webservers of the third party
IIST is not in any way liable for the contents of any of these linked websites or webpages. By providing connectivity to external website or webpage though payment gateway service providers, IIST shall not be deemed to endorse, recommend, approve, guarantee, indemnify or introduce any third parties or the services/products they provide on their websites
When the users click on the link to the external websites, please note that the users are leaving IIST’s website and IIST’s policies, terms & conditions, disclaimers will cease once the User leave the website of IIST. IIST is not a party to any contractual arrangements entered into between the user and the provider of the external website unless otherwise expressly specified or agreed to by IIST. Such external websites are governed by their respective policies/rules
IIST or PayGov India do not make any representation of any kind, express or implied, as to the operation of the payment gateway other than what is specified in this website for this purpose.
By accepting/ agreeing to these Terms and Conditions, the user expressly agrees that the use of the aforesaid online payment gateway services is solely at his/her own discretion, risk and responsibility.
The user also agrees that under no circumstances PayGov shall be held responsible for such fraudulent/duplicate transactions and hence no claims should be raised to PayGov India. Any communication received from the user in this regards shall not be entertained by PayGov India.
The user is hereby informed that IIST or PayGov India will never ask for his/her user credentials/passwords through any unsolicited phone call or unsolicited email. The risk and responsibility of involuntary disclosure or loss of such information in the course of using an insecure or virus-infected computer or smart phone to access payment gateway services shall rest with the user.
IIST has the absolute discretion to amend or supplement any of the terms of ePayment Policy at any time, without prior notice.
